You do not need to get your landlord's permission to install one, and they cannot prevent you from installing one if you wish to do so. This is because electrical meters are not owned by property owners. They are owned by electrical metering and network companies, which are happy to upgrade meters at the request of a renter (via the renter's electrical retailer). We do encourage you to advise your landlord and/or property manager that you intend to install a smart meter, however, because the decision is irreversible.
