Yes. Renters have the authority and do not need to get a landlord's permission, nor can a landlord prevent you if you wish to install one.

The law says that it's the consumer of energy that has the 'Power of Choice' regarding this decision. In any case, electricity meters are not landlords' property. They are part of the electricity network and are owned by metering companies.
